I suppose the easiest answer is that he wasn’t thinking at all.
At this point, we’re used to lousy and incompetent ministers but it’s one thing to be a lousy economy minister in such circumstances and a whole different story to go as far as addressing the Beirut Explosion investigating judging and asking him to rule out acts of terrorism and war in a bid to speed up the settlement of insurance claims.
Not only did he break a couple of laws by doing so and could face criminal prosecution leading to up to four and a half years in prison, but he even dragged the Justice Minister’s name into the matter without informing her (at least that’s what she said).
