The shop is not ripping people of, think about it the 22.7$ mtc recharging card costs 39,000LL, the guy is just selling them separately for a small margin of profit. 1$ recharging does not cost 1$

they are selling u $s to use your phone without you having to recharge/pay for the full recharge card.
this is useful for prepaid lines and has been business for so many shops since the first day mobile operators allowed units transfer in Lebanon.

i think that telecom companies are smarter than offering good stuff. ripping us probably feels cooler :).
this is where you end up when there’s no real and regulated competition.
