Update: it’s a campaign by Annahar Newspaper | جريدة النهار on the occasion of “International Women’s Day” to raise awareness about equality.

An-Nahar was the first to share pictures and videos of an unusual Lebanese flag being raised in Martyrs’ Square this morning. The flag featured the Cedar tree crossed out, but An-Nahar did not provide any explanation as to why. However, several comments on Twitter pointed out that it was a campaign by the newspaper on the occasion of “International Women’s Day” to raise awareness about equality. Additionally, some expressed their disapproval of the idea of desecrating the Lebanese flag.
I’ll wait and see how An-Nahar explains it—they almost always have brilliant campaigns.
