Idk if you got updated but apparently that son of a bitch was “joking” and just trying to make them stop from trying to run away from the house. The person laughing is the mother which got so pleased by the sight she told the guy to send her the video and either one of them uploaded it. The mother dropped charges but these children should be taken to someone who can help them rather than sit with this joke of a mom.
