Here is an example where the responsibility is mainly on us, citizens. We litter alongside our roads everything in hands and here are the consequences. When I try to convince people about that, they just don’t want to believe or to make the link ….
You have a point…but until a law is passed against littering, don’t the municipalities have an obligation to clear drains BEFORE the rain starts? It’s not brain surgery.

You would say ‘a little rain’, not ‘few rains’ – this is incorrect.
Since we are having a pedant’s moment…you can say “the rains” as in have arrived or are here (or as Toto sang, “I bless the rains down in Africa”, but that signifies more a rainy season such as monsoons than some random rain showers.
