I don't see how barbed wires are going to stop some Lebanese from throwing garbage around the No-Garbage sign but that's a step in the right direction. Next step should be setting up a watch tower with a sniper. Picture from the original post I wrote on that matter

Lebanese water skier Silvio Chiha snagged the gold medal Monday at the Asia-Australasia Oceania water skiing championship in Chuncheon, South Korea, the state-run National News Agency reported Wednesday.
