Update: I just noticed Mustapha already mentioned the good news.
I met two guys from PayPal at the ArabNet conference today and they informed me that Lebanon will soon be authorized on PayPal (They didn’t say how soon though). I asked them whether Lebanon is blocked due to political reasons and they said that it is not related and that there are many countries in the Middle East not yet allowed to use the service. In fact, even Russia is not yet on their authorized countries’ list but will be very soon.
Soon means several years in Leb time :p
I can’t tell you how much this helps me.. and helps my pocket. I have a student loan in America in repayment, they only accept American credit cards or Paypal. So I resorted to wiring money from my Lebanese bank to my American bank to pay. It cost me 72$ per month to transfer the money.. Thank YOU for this bit of information. The sooner they launch the quicker I save more money

Last time I heard it was because of the law, no internet banking laws, no consumer protection law, etc.
