I don’t think we still do that in Beirut restaurants but they obviously still like it at Beirut Restaurant in New Jersey.

This is a common practice known as “making it rain” which is performed by patrons of gentlemen clubs who wish to convey their appreciation of the performance and performer.
Once popularized by rappers (lil Wayne), now any douchebag with a stack of bills and half a brain can ‘make it rain’. Google it.
Lebanese people have been doing this way before the phrase” making it rain”
I remember going to Lebanese parties with my parents in the late 80’s and early 90’s and people would do this to belly dancers frequently. It probably dates back before my time.
It’s not just the Lebanese . . . Greeks & Albanians can easily put this guy to shame in the amount that’s thrown around (especially at weddings) and there’s usually no belly dancer in sight.
It’s been a custom for many way before Lil Wayne made the phrase popular (he was barely out of diapers when my guests “made it rain” at my wedding lol)
