The iPhone 4s is 3 years old and still selling for $399, at least in Lebanon. I don’t think it’s a good deal because you could spend an exyta 150$ and get the latest Samsung S5 or the iPhone 5.

The iphone 4 is still being sold in Belgium also..
Unlocked iPhones 4s are still being sold for $450 at the Apple store. I just replaced mine a couple of months ago…
