What’s Happening to Ghosta’s Waste Treatment Plant?

According to a recent LBCI report, the solid waste plant in Ghosta is set to shut down due to differences with the Interior Ministry & Finance Ministry. I believe this may be linked to the funds that were supposed to be transferred to municipalities by the Interior Ministry. Here's an aerial view of Zouk's power plant shot by Mohammad Seifeddine showing the cloud formed by the plant's toxic emissions. I've seen this cloud countless times from my balcony and it sickens me that nothing can be done to wipe the whole plant out of existence.
