Minister of agriculture Hussein Hajj Hassan proudly announced today that he will conduct several “surprise” visits to milk companies in Lebanon to make sure they are abiding by international standards.

When you have certain standards that companies should follow, there should be routine checkups for that purpose. And yes he is warning them indirectly that they better prepare themselves because he s coming and therefore taking out the element of surprise.
Who cares when he will pop their doors, they will take the necessary measures now.
